Funding options explained

Vitalis Aged Care at Home services are available to private clients and Support at Home program clients.

As a private client, you will be funding your home care services yourself.

As a Support at Home client, aged care services are fully or partly funded by the government, if you meet the eligibility criteria. You may be required by the government to make a contribution to the cost of care by paying an income-tested fee. For example, full pensioners are required to contribute 17.5% for Everyday Living services and 5% for Independence services. Clinical Support services are fully funded by the government.

We also offer a mixed-funding option. This allows people who may be waiting to get their Support at Home funding approved to pay privately for immediate care. It also lets people use private funding to ‘top up’ care services in addition to anything they may be getting via the Support at Home program.

On 1 November, 2025, the Australian Government’s Support at Home program replaced the old Home Care Packages Program and Short-Term Restorative Care Programme.

Government-funded Support at Home is available to eligible people over the age of 65 (or over 50 if you are of Aboriginal and/or Torres Strait Islander origin or at risk of, or experiencing, homelessness). Vitalis Aged Care at Home can deliver these services to you.

Vitalis also provides private aged care/home care services.

If you would like help understanding these changes or would like to know how Vitalis can meet your aged care needs, please contact us.

Support at Home is the new name for government-funded Home Care services in Australia. On 1 November, 2025, the Australian Government’s Support at Home program replaced the Home Care Packages Program and Short-Term Restorative Care Programme.

The Government has said: “We are implementing the Support at Home program in response to the Royal Commission into Aged Care Quality and Safety. Support at Home will bring together current in-home aged care programs, ensuring a simpler and more equitable system for older people that helps them to stay at home for longer. Support at Home will ensure improved access to services, equipment and home modifications to help older people remain healthy, active and socially connected to their community.”

The Government has clearly identified the categories and services classified as Support at Home. Vitalis can provide direct support and/or guidance in all areas.

A key difference between Support at Home and the old Home Care Packages Program is that instead of four Home Care Package levels, there are now:

  • 8 ongoing Support at Home funding classifications
  • 3 short-term care pathways (Restorative Care Pathway, End-of-Life Pathway and 3 funding tiers for assistive technology and home modifications).

The Government has produced a Support at Home handbook with more information.
